How do you whisper chat i am new at this

On the left side of your screen, click on the player you'd like to send a message to. From their mini-Profile, click on the Whisper option, and you can then type out your message.

This person isn't on my list and nothing comes up when I right click on her whisper message.

Excuse me, right or left click on her whisper message. Do I have to try to befriend her?

Your friend may have the setting where you have to be friends in order to whisper them. To send a new whisper, they do have to be in the room or on your Friend List.
