Gifting Party Passes?

As things stand today, you can gift 5,000 party passes to someone for 2,000 gems.

Why can't we purchase 5,000 party passes for 2,000 gems and use them for ourself?

  They are updating this to purchase 2,000 Party Passes for 2,000 Gems. 

  You can't purchase Party Passes for yourself because Party Passes and Gems have the same value for attending parties.
