Progressive Party Passes awarded during Parties

Please consider changing the amount of Party Passes awarded during parties.  As things stand now, 25 passes is the maximum amount awarded.  A rocket party awards the same amount of passes as an oyster party.  People will use the passes if you award them, so why not?
