Party Passes in Party meter

What determines how many party passes are going to be in the party meter? Since this is a new feature that started today for the parties and no mention of it on the what's new page.

Since a few parties I went to tonight we only received 2 or 4 passes. 

I would think it would be a great idea if you could possibly give out maybe half of what it costs to get into a party.

  The number of Party Passes you'll receive from the Party Buster is random.

  but maybe the random shouldn't start at 1 or 2 party passes... unless it's a 1 beer party... the more incentive you give the spenders, the more they will spend...

  number of pp's not random enough, went to same charm party 5 different times by different hosts, charms given out was 4, 4, 4, 5, 4

  they might have told you these were supposed to be random, but they are not and hold little incentive.

  a random amount to give away, ( IMHO ) might be somewhere starting at 1/2 the cost of the party and maybe 5-6 times the cost of the party. at least with gems, there are better payouts at times, but have yet to see the same for party passes, 

  just something to think about, and i do challenge you to prove me wrong about the current payout for pp's, all you need do is go to some parties. i know a few of you do , so you can ask them

  i would like to know how i can buy party passes for myself. i have not been playing long and i like the parties. i spent the last of my gems at the sea of riches hoping to win some and i only got charms and coins.
