Error: 403 Forbidden. The site stopped opening yesterday. The site works only if you use a proxy. What is the reason?

  Yes sorry about this.  We received a legal notification from a Russian government entity requiring us to block traffic from Russia.  So we are now blocking all Russian traffic while we investigate this and discuss the legality of this request.
